    place from which to measure progress toward results We plan with the end goal in mind based on our extensive experience in capacity development and systems change In Pakistan we designed the HASP project through a participatory appraisal of the initial project design This included an examination of the developmental context gender and capacity analyses an assessment of environmental issues related to the project and an analysis of business considerations The design phase involved senior Pakistani government staff working with Canadian and local consultants with hands on experience of HIV AIDS programming and social science research issues A participatory log frame development workshop involved stakeholders from federal and provincial governments medical and research institutions NGOs and development partners to ensure that the project would contribute to the broader sector wide Enhanced HIV AIDS Control Program and generate strong local ownership In Malawi the Governance Assistance Project GAP design mission team worked collaboratively with multiple stakeholders at very senior levels Through this process the team received ideas and suggestions for how to assist the ministries to meet new obligations in imminent government reforms With these participatory inputs the project design provided the project ministries with the technical assistance to take charge

    and measure success With desired results articulated and shared we adjust activities and inputs so that developmental change can progress in a timely fashion Our partners equate RBM with a progressive management approach and not simply as a donor requirement and appreciate the shift from traditional planning and management models that focus on inputs and activities In our Basic Education in Western China Project an early project activity conducted in a hands on participatory manner included basic RBM training developing indicator measurement tools gathering baseline data in the six project counties setting targets creating RBM reporting formats based on completed work Throughout the project we recommended appropriate changes to work plans based on progress toward desired results and presented project wide lessons learned in national fora and project reports Agriteam has managed more than 50 bilateral projects using RBM We have also developed RBM tools operation manuals evaluation formats training materials and workshops for our own international partners as well as private and public sector organizations including ministries NGOs universities and Canadian corporations doing international contracts We have undertaken numerous small consultancies involving capacity development for clients in RBM For example we designed and delivered an RBM capacity development program

    and evaluated projects and technical assistance provision within a PBA environment in education health and HIV AIDS sectors We recognize that working in a PBA context requires a more collaborative approach to decision making increased efforts to align with recipient country priorities and systems and intensive coordination and communication among all partners We take a rigorous approach to ensuring local ownership and results based management in a PBA context The HIV AIDS Surveillance Project HASP in Pakistan was designed to fit within and feed into the government led multi donor supported Enhanced Program for HIV AIDS The national surveillance conducted with HASP support provided solid evidence about the populations and communities most affected by HIV AIDS These data then formed the basis for policy and programming decisions under the PBA The surveillance work also become the government s own monitoring instrument to gauge the effectiveness of HIV AIDS prevention activities In Tanzania Agriteam was contracted by CIDA to provide a technical advisor to support the Ministry of Education and Culture in mainstreaming gender equality HIV AIDS education and environmental education within the Primary Education Development Plan PEDP The Cross Cutting Issue Facilitation while provided outside the basket funding was fundamentally

    and Education Reform Region Americas and the Caribbean This project strengthened basic education in Peru by developing the capacity of educational administrators and service providers in the region of Piura The project focused on four key components 1 strengthening the institutional capacity and human resources of basic education 2 developing and facilitating the implementation of educational programs 3 coordinating project activities in rural environments and 4 mainstreaming gender and participation in the project It aimed to improve access to and quality of pre school and primary education for rural children and to produce a model for basic education in Piura that could be reproduced in other parts of the country The project worked with the Dirección Regional de Educación the regional arm of the Ministry of Education and the Agentes de Desarrollo Educativo and Coordinaciones Educativas intermediary organizations that work in support of the Dirección Regional de Educación Americas Region Gender Equity Component ARPEL Environmental Project Phase II CIDA January 1996 January 2000 Sector Gender Equality Region Americas and the Caribbean We provided gender equity advisory services to the Environmental Services Association of Alberta the CEA for the project The overall project is strengthening the efficiency and capacity of companies in the Latin American petroleum sector to develop and implement environmental protection technologies Canada Feasibility Analysis for Hog Production in Alberta Taiwan Sugar Corporation January 1999 December 1999 Sector Private Sector Development Region Americas and the Caribbean Agriteam assessed the feasibility of establishing a large state of the art privately owned hog operation in Alberta This included economic financial and environmental assessments Bolivia Gender Equity Component Petro Canada Bolivian Hydrocarbon Sector Project Phase II January 1998 December 1998 Sector Gender Equality Region Americas and the Caribbean Agriteam developed and implemented a gender equity strategy for a project to assist the

    the public the extent to which courts in Russia are becoming more user friendly institutions Romania Organization of a Grain Grading System Romania CIDA World Bank January 1996 January 2005 Sector Agriculture and Agribusiness Region Europe This project assisted Romania s grain production handling and processing industries to develop a grain grading system with emphasis on soft spring wheat Romania Implementation of Warehouse Receipt Project January 2004 January 2005 Sector Agriculture and Agribusiness Region Europe Agriteam Canada implemented this under the World Bank Rural Finance Project between 2004 2005 The project resulted in establishing the elements required to enable the Government of Romania to establish an indemnity fund to support the functioning of the warehouse receipt system for the country The four components of the project were 1 designing an indemnity fund for WHR including training programs for administering the indemnity fund 2 preparing an awareness campaign for borrowers and producers about the warehouse receipt system 3 preparing practices and procedures for lenders to accept warehouse receipts and for making claims on the indemnity fund and 4 designing a warehouse receipt monitoring system The project called upon a team of international advisors from Romania the EU and North America In addition to the above deliverables project experts also prepared an issues paper and presentation for the Ministry of Food and Agriculture and Rural Development Russia Health Programs in Russia Review and Planning CIDA January 2004 December 2004 Sector Health and Population Region Europe This involved a review of all current and recently completed health projects programs in Russia and the planning of new health programming Sweden Gender Mainstreaming Training for the Institute for Democracy and Electoral Assistance IDEA January 2003 December 2003 Sector Gender Equality Region Europe Agriteam provided gender mainstreaming training to the Institute for Democracy and Electoral Assistance

    autonomous regions to build capacity to deliver better livestock health extension services to poor farmers and herders in western regions helping to increase the productivity and income for poor livestock farmers Agriteam is responsible for coordination of capacity building and skills training methodologies leading to livestock health extension services that are more effective in serving poor small farmers Field based pilot initiatives will ensure appropriate macro micro linkages to lead ultimately to a sustainable system for the effective delivery of livestock health extension services in western China and increased farm productivity and income for poor rural women and men in the western regions Mongolia Training for Rural Development Mongolia January 2004 December 2010 Sector Agriculture and Agribusiness Region North and Central Asia The project will improve rural livelihoods in Mongolia evidenced by increased net income for rural households improved social and living conditions and increased opportunities for rural women and poor The project will improve the institutional capacity of MSUA and its associated research institutes and strengthen of the national extension service A producer driven research system will make applied research more relevant to rural development The development of an extension training department at MSUA and strengthening the research capabilities of MSUA staff at the university and its branches this project will facilitate training of agrologists for effective transfer of information throughout the Mongolian agricultural community New and sustainable crop and livestock production methods will improve productivity and in turn profitability in the rural economy which will help to diminish poverty and food security issues in Mongolia People s Republic of China Gansu and Xinjiang Pastoral Development Project Monitoring and Evaluation July 2007 December 2010 Sector Agriculture and Agribusiness Region North and Central Asia In the early implementation stage this project will assess the progress of a World Bank funded project supporting sustainable resource management initiatives in the globally significant areas of the Tian Shan and Altai Shan of Xinjiang and the Qilian Shan in Gansu Tibet Autonomous Region People s Republic of China Bombardier Tibet Tourism Training Program July 2007 August 2010 Sector Private Sector Development Region North and Central Asia Agriteam is presently managing this scholarship program to train Tibetan students economically disadvantaged recent high school graduate trainees from rural areas of Tibet in hotel and restaurant management The People s Republic of China Sichuan Xinjiang and Ningxia provinces Strengthening Capacity in Basic Education in Western China CIDA January 2001 September 2007 Sector Education and Education Reform Region North and Central Asia SCBEWC was a bilateral project between the Government of Canada and the People s Republic of China It took place in six rural counties within three western provinces selected because of their linguistic and culture diversity and their levels of poverty The Government of China identified the creation of a system for effective teacher education through distance education as a strategic priority within its Western Development Strategy which had particular resonance for remote areas Agriteam led a consortium that included Alberta Learning and the Universities of
