  • Afghan National Police Support for Democratic Elections | Projects | Agriteam Canada
    critical roles and responsibilities of police within a representative democracy with a particular focus on the electoral process The aim was to mitigate the negative actions and behaviours that had been demonstrated in previous elections so that the Afghan National Security Forces are seen by the Afghan population as neutral and independent institutions The project s ultimate outcome was that the ANP now has the resources necessary to strengthen the role of leadership and officers in the electoral process The intermediate outcomes were Increased access to training in support of the transparency independence and neutrality of engagements by ANP Afghan National Border Police ANBP officers during electoral processes Increased leadership for ANP ANBP engagement in electoral processes in accordance with electoral law and Increased support for equal participation of men and women in democratic processes The project was implemented using a capacity building approach and was structured around two major components Development of pilot training packages for the Ministry of Interior s and ANP ANBP s roles during the electoral process and Production of a tool kit to be used by the Ministry of Interior and ANP ANBP leaders at provincial and district levels to train their subordinate units English

    they were implemented were used to support Canada s strategy in Afghanistan by providing short and medium term developmental benefits in a sustainable manner in order to win support from the local populace and support Government of Afghanistan institutions in delivering services to their community members The project involves formulation and prompt implementation of initiatives responding effectively to the needs and desires of the community The initiatives with the community and with CIDA include domestic water supplies enhancement of agricultural extension services in response to specific problems such as stem rust strain Ug99 and pomegranate borer as well as in support of other small scale scale agricultural livestock enterprises irrigation rehabilitation and vocational training for young men and women Within the framework of these initiatives specific attention was given to opportunities to engage women and improve earning opportunities that are open to them The approach of the assignment was from the perspective that community members want their quality of life to improve but that they are also realistic in terms of the scope and scale of interventions Therefore we work with community mobilization and development workers to determine how community members wish to proceed how they wish to stage the interventions and what milestones will be accomplished to determine the desired level of success The project involves the formulation and prompt implementation of initiatives responding effectively to the needs and desires of the community In order to establish a foundation for this project a participatory needs analysis was reqired A needs analysis was developed using a problem tree ZOPP approach undertaken in 2005 by a local NGO Humanitarian Action for the People of Afghanistan HAPA with funding from the Japanese International Cooperation Agency JICA This approach was subsequently used by the Afghan Ministry of Rural Rehabilitation and Development MRRD with

    such as the enrollment of girl students However the performance of students within the education system remains a cause for concern particularly in math and English With large scale initiatives targeting primary and secondary education the junior secondary level was selected as a crucial yet neglected transitional step for students Approach Agriteam has worked collaboratively with the Government of Bangladesh and CIDA to develop and implement an innovative model of teacher professional development Project Description The CSR STEMS Project is being implemented over 2 5 years with 90 schools throughout Rangpur district Direct beneficiaries in each school include four class six and seven English and math teachers their head teachers and two representatives of each school s management committee The project has divided the 90 schools into two cohorts working first with 45 schools and then replicating activities with the second 45 CSR STEMS is piloting an innovative model for teacher professional development The model consists of three short training sessions each followed by classroom practice and intensive school and cluster level support by the project s school support team SST The activities of the SST help to ensure transference and implementation of training contents and allow teachers to receive ongoing guidance as they refine their practice of student centred instruction Results Training and support has been provided to the first cohort of 45 schools including 180 class teachers of English and math 45 head teachers and 90 school management committee members The teacher professional development model and all requisite materials have been developed and refined After one year of school level implementation students have improved their end of year test scores by an average of 32 student attendance has increased by an average of 11 and class six transition year from primary school enrollment has gone up by an

    s START Program to design and determine the overall feasibility of building an improved border facility at Weish for both DoC and ANBP personnel who play both a policing and an immigration role at the border Key project activities included 1 Community Dialogue and Assessment Public outreach and dialogue with local leaders and community members about development of a border facility Assessment of the community and tribal structure as well as economic issues flow of goods and people through the border crossing land usage ownership and tenancy and resettlement issues at the project site 2 Development of a Security Plan Assessment of the security risks and development of a security plan for project for pre construction construction and operational phases including identification of mines and unexploded ordinances UXO at the proposed site 3 Complete Engineering Design Facilities Civil Works and Roads Facilities engineering The design plan for the Shir Khan Bandar facility on the Afghanistan Tajikistan border was reviewed and modified to meet the needs of the Afghan authorities and the community The facility design included a base footprint for the facility traffic flow capacity analysis including current traffic volumes peak traffic volumes and patterns and potential changes in traffic volume patterns once the facility is complete personnel housing requirements staffing requirements including availability of local staff and or the need to build barracks for non local staff power requirements based on the types of assets at the facility including gas generator and solar based options a pedestrian control plan and land availability for inbound and outbound parking and inspection yards warehouses immigrations and customs houses barracks for Customs Officers Customs Borders Police proper defensive position etc Civil works engineering The site was assessed for land and site development including hydrological analysis environmental assessment drainage assessments and soil conditions Road
