  • Canada-South Africa Teacher Development Project (CSATDP) | Projects | Agriteam Canada
    they were often managed from the top down and implemented in an ad hoc manner Consequently policy implementation planning and in services were not resulting in desired changes in educator practice It was in this context of transformation that CSATDP worked in support of South African educational leaders Project implementation proceeded iteratively to respond to the ever changing South African education context Approach Within the post apartheid context it was imperative that Agriteam and Alberta s Ministry of Education facilitate a genuine working partnership with the South African government In the end the Department of Education felt ownership and responsibility of the project As well with an understanding of effective education reform we supported the DOE to manage teacher development from a systems perspective by working at all levels of the system with an emphasis on consultation participation and collaboration Our focus was on building the capacity of organizations within the system the TDD provincial departments of education school districts and schools themselves to improve the system of teacher development Based on Canadian approaches to reform CSATDP promoted educators as professionals and lifelong learners This two pronged approach has led to changes that continue to be sustained long after the end of the project Project Description The six year project involved working closely with the national Teacher Development Directorate TDD and the provincial departments of education in Free State Gauteng and Mpumalanga At the national level CSATDP supported the TDD by providing its staff with consultation management planning and communication skills We also worked closely with the Ministerial Committee on Teacher Education to use a consultative process as they drafted the teacher development framework and the teacher development policy and implementation plan At the provincial level CSATDP worked with DOE organizations to meet their capacity needs required to support teacher

    improve pedagogical practices that would lead to increased student learning outcomes Approach Agriteam used a collaborative and participatory approach to working with parents local governments the education district offices and the Regional Department of Education to identify the major causes of poor student learning outcomes and to agree on sustainable solutions These included building the capacity of beneficiaries and government counterparts and providing technical assistance teacher mentoring in the classroom and continued professional development for teachers Project Description Phase I of the project 2001 2009 took place in three provinces of the Piura Department and focused mainly on community mobilization for initial and primary education and on improving teacher practices The project supported national efforts to establish a supportive rather than punitive environment by helping counterparts to develop and implement management approaches to support devolution of authority to local school networks strengthen the management and pedagogical skills of principals and teachers at the school level Student centred approaches and a strong emphasis on integrated learning reading writing and mathematics produced impressive results in learning outcomes Results Policy influence The project model has been adopted by the Regional Government of Piura to increase students learning outcomes and improve the quality of education Education impact Students literacy reading writing and mathematics surpasses the national literacy average by over fifty percent 69 vs 15 at the national level 2007 results Pedagogical effectiveness Rural public schools have improved their pedagogical efficiency with student focused instruction for learning outcomes These schools now have better equipped teachers via a methodology that applies teacher monitoring accompaniment as an essential element for success Reading communities Rural municipalities schools and local communities are committed to social mobilization activities for education They are participating in opportunities and mechanisms to develop reading and communication School completion The percentage of students completing

    and more efficient effective and equitable delivery of government services Key government officials were involved in all elements of the project management cycle from the development of the proposal through the implementation monitoring and evaluation of individual initiatives Now in an extension phase January 2007 March 2009 GAP and the GoM are capitalizing on gains made during the first part of the project to deepen and strengthen capacity and institutionalize results Project Description In the first phase GAP supported strategic interventions in CIDA s sectors of focus education health water supply and gender By concentrating on the ministries and institutions in these sectors GAP worked to increase the sustainability impact and synergy of CIDA s overall program in Malawi While maintaining this focus GAP was sufficiently flexible to respond to other central ministries and institutions that are key to public sector reform Following on the results achieved in the first phase GAP shifted its mandate during the extension to focus on the three areas that were realizing the greatest impact Policy Development and Management Systems Works within the Office of the President and Cabinet through individual coaching and mentoring to increase capacity for executive decision making and the skills and knowledge required to integrate policy planning legislation budgeting and reporting processes Strategic Planning Focuses on facilitating the development of Strategic Implementation Plans and aligning budgets with these plans Fifteen government ministries and 13 key departments have accomplished this component In addition this initiative focuses on increasing the ability of ministries and the Office of the Cabinet and President to monitor the implementation of the plans and accountability Strategic Leadership Works with the Department of Human Resource Management and Development in the management of standardized leadership and management training across the GoM This initiative also increases the capacity of service providers
