    was elected to the first directly elected Regional Council of Ottawa Carleton representing Bay Ward He chaired the Region s Fair Tax Working Group on Property Taxation Property Assessment making recommendations to remove non property related programs such as welfare education social housing public health from property taxes a regressive form of taxation to more progressive provincial income taxes and to reduce the unfair property tax burden on renters who on average have half the incomes of homeowners but are taxed at nearly twice the rate Alex also served on OC Transpo Commission and on the Board of the Children s Aid Society In 1997 Alex was elected as MPP for Ottawa West in a by election Following the 1999 provincial election Alex was appointed Executive Director of the Council on Aging Conseil sur le vieillissment a bilingual non profit United Way agency that advocates on seniors issues in Ottawa During his tenure he produced the Fact Book on Aging 1999 the Report of the Task Force on the Regulation of Retirement Residences a joint COA RMOC project he managed initiated the annual COA Anniversary Luncheon published In and Out of Hospital A Senior s Guide and managed the successful demonstration project Vieillir chez soi Aging in Place In 2000 Alex was elected to the City Council of the newly amalgamated City of Ottawa representing Bay Ward and was re elected in 2003 and 2006 During his tenure he fought for a pesticide bylaw and worked on anti poverty initiatives and greener urban planning He also chaired the City s Task Force on Property Assessment Property Tax Issues leading to a report with recommendations dealing with proposed reforms to Ontario s property assessment and property tax system He also established and led the Bay Ward Task Force on Social Issues

    units 102 million budget Appointed Chair of the City s Property Assessment Property Tax Issues Task Force made recommendations to City Council for property tax reform including moving to parity the property tax rate for multi residential properties i e apartment buildings with residential properties from 2 08 in 2001 to 1 85 in 2010 and uploading social services from property taxes to the provincial government Supported the City s first comprehensive anti smoking bylaw led the first campaign for a bylaw regulating the cosmetic use of pesticides based on their health hazards leading to the City s Pesticide Reduction Strategy and review in 2005 initiated the development of the City s Graffiti Management Program now a 2 million program to reduce unwanted graffiti on public and private property In 2002 Alex initiated a public debate about the role of Hydro Ottawa the City of Ottawa s hydro utility following a 14 3 rate hike he was critical of HO s for profit mandate and supported a not for profit public utility model Alex also initiated debate over the installation of temporary security barricades on City streets surrounding the U S Embassy in Ottawa s historic Byward Market area still there today Obtained funding to install gull wires at Britannia Beach leading to significant improvements in water quality a long standing problem here reducing dramatically days lost for swimming due to poor water quality at this popular public beach facilitated the establishment of a community house a centre for community programming in the Michele Heights social housing community obtained funding to establish a youth drop in program now supervised by Youth Services Bureau for the Michele Heights Britannia Woods social housing communities reducing youth crime in the area initiated the Belltown Trees Vistas Plan with residents of Belltown and the NCC to deal with vegetation management and illegal tree cutting along the NCC bike path in this community In 2003 Alex succeeded in finding funding to maintain the MacSkimming Farm and Bruce Mason Outdoor Education Centres in partnership with conservation authorities He successfully supported maintaining the City s urban boundaries to reduce urban sprawl during the City s Official Plan review In the 2003 municipal elections Alex was re elected City Councillor for Bay Ward The new Council re appointed Alex to the City s Planning Committee Transportation Committee and Health Recreation Social Services Committee as well as to the Ottawa Municipal Campsite Authority Supported City Council s effort to lobby the provincial government for the authority to create a Municipal Lobbyist Registry and Municipal Integrity Commissioner exposed compensation irregularities at Hydro Ottawa leading to the resignation of the Chair of the Board of Hydro Ottawa initiated debate critical of P3 public private partnerships to deliver City services In 2004 Alex established and chaired the Bay Ward Task Force on Social Services leading to recommendations regarding crime prevention seniors services and community development in Bay Ward In 2005 Alex led the successful effort to freeze transit fares in the City
