    members to give serious thought to the issues and ideas they would like addressed in their next collective agreement with Treasury Board The Public Service Alliance on August 16 formally issued its Bargaining Demands Input Call for all members belonging to the following Treasury Board bargaining units Program Administration PA formerly Table 1 Operational SV formerly Table 2 Technical TC formerly Table 3 and Education Library Science EB formerly Table 5 The PSAC our bargaining agent wants to be in a position to present its contract demands to the employer sometime between next February and April This means following a very specific timetable Accordingly Locals should move now to set up Standing Bargaining Proposal Committees to solicit membership input on the issues they feel should be included in the next round of negotiations for their group A limit of 30 non wage demands from each Component for each bargaining unit has been established These proposed demands complete with justification and rationale must be completed by Locals on the PSAC s new bargaining demand form and submitted to the NHWU National Office no later than Monday November 20 2006 This will ensure we are able to avoid errors and duplications and meet the PSAC s own November 30 deadline for receipt of proposed demands A copy of the Feedback on the Programs of Demands form and the new PSAC bargaining proposal form can be downloaded at the end of this article The PSAC has sent its Program of Demands document to all NHWU Locals We strongly advise all members to read these documents attentively The PSAC has also reduced the number of Regional Bargaining Conferences for the 2007 contract round to two an eastern conference covering the Atlantic Quebec Ontario and the NCR in Montreal on November 25 26 and a western conference covering the Prairies B C and the North in Vancouver on December 2 3 These regional conferences will deal with the proposed demands submitted by Components and other PSAC entities Following the procedure set out in PSAC Regulation 15 the NHWU will be entitled to one delegate from each of our four Treasury Board bargaining units for each PSAC Region where we have members The National Office will provide these names to the PSAC by the October 20 cutoff date A National Bargaining Conference will be held in Ottawa from February 1 4 2007 Regional Bargaining Conference delegates will choose two representatives from each bargaining unit per region as delegates to the National Bargaining Conference PSAC Bargaining Proposal Form PSAC Feedback on the Programs of Demands Form Service Canada supremo Flumian turfed by Tories Posted August 15 2006 Maryantonett Flumian the my way or the highway boss of Service Canada is being dumped by the Harper Conservatives The news made official August 11 on the Prime Minister s Web site was widely reported in media leaks earlier this month We d like to think that our own NONService Canada campaign with its lobbying of Conservative Members of Parliament

    special e mail address for bargaining inquiries Posted September 21 2010 As we reported last week the Public Service Alliance of Canada and Treasury Board have agreed to move up the date of planned contract talks for a new collective agreement for all National Health Union members News on the content and the progress of these negotiations is being provided on the Negotiations page of the PSAC s own Web site located HERE In addition the PSAC has established a a dedicated e mail address for members who wish to ask questions or be directed to the appropriate source of information That address is TB Q A psac afpc com E mail sent to that address will be reviewed and answers to questions will be posted on the PSAC Web site Replies will be sent to members asking them to visit the Web site to receive the information they require The PSAC accordingly hopes to provide timely responses without the need for individualized replies Questions relating to this round of negotiations should be directed to the PSAC which is responsible as our bargaining agent for providing this information PSAC Treasury Board to meet next week in attempt to negotiate early collective agreements Posted September 16 2010 Our bargaining agent the Public Service Alliance of Canada and Treasury Board have agreed to jumpstart negotiations for a new collective agreement for NHU members Both sides are entering into exploratory talks in an attempt to reach new collective agreements in advance of next spring s planned bargaining timetable The PSAC is hoping to meet the employer as early as September 21 or 22 The PSAC is now in the process of reassembling the bargaining team members from the last contract round Once in Ottawa the teams will prioritize outstanding contract demands in order

    2009 and 1 5 on June 21 2010 While the union sidesperson submitted a dissenting report the arbitral award stands Members of the TC may wish to refer to the following documents to better understand the process arguments and outcomes of this regrettable arbitral award Arbitration award PSAC summary of the decision PSAC sidesperson s dissent The bargaining team expressed its recognition and appreciation for the patience TC members have shown throughout this process The agreement will soon be signed and the new terms and conditions then implemented The team noted that they tried every possible avenue to get the best deal possible and will continue the fight for the remuneration and conditions of employment TC members deserve Body bag controversy an unfair smearing of NHU members diligent and dedicated work preparing for possible pandemic Posted September 18 2009 NHU president Tony Tilley says the furore over body bags shipped to restock northern Manitoba first nations nursing stations should in no detract from the diligent and dedicated work of our members in preparing for possible pandemic outbreaks This occurrence seen by some as offensive has in fact been blown way out of proportion A restocking matter has become a political football that ignores and thereby discredits the massive efforts being undertaken by NHU members at Health Canada and the Public Health Agency of Canada to protect all the citizens of this country Tilley pointed out that since the SARS crisis a number of years ago the NHU had fully supported management s work on all aspects of an emergency response plan to deal with any pandemic outbreaks or other emergency health crises It only makes sense that in preparing for the worst possible situation that one would supply the most difficult to reach areas of the country first Just imagine

    that our new Web site is also fully accessible to those with visual disabilities All logos illustrations and photos are captioned Documents can be downloaded in either cross platform RTF Rich Text or PDF Adobe Document formats The NHU s new Web site is a work in progress You ll find several pages that are still under construction and others still waiting for additional information We welcome your comments and suggestions for further improvements And should you discover any glitches in navigating our site we urge you to let us know by using the Report Site Problems form located under Help on the main menu NHU and PSAC determined to see bargaining continue during election period Posted September 17 2008 Many members are wondering what impact the current federal election will have on the already glacially paced contract talks with Treasury Board The NHU and our bargaining agent the Public Service Alliance of Canada are determined to see collective bargaining continue during the election Only strike action is prohibited during a federal election There is nothing to stop the employer from coming to the table to negotiate However it does takes two to tango and Treasury Board brass are likely to slow down the already drawn out contract talks until they see if Stephen Harper gets his hoped for majority government Nonetheless the PSAC is also pressing ahead with negotiation of Essential Services Agreements including hearings before the Public Service Labour Relations Board It is highly ironic that Harper used the questionable excuse of a dysfunctional Parliament for breaking yet another of his promises from the last election If he wants to see dysfunction take a look at its approach to collective bargaining The bottom line is that this gives NHU members the chance to help elect a government with
