    over these unwarranted cuts our rights as government employees to freely speak out are subject to certain limits So going public particularly when the media are involved can open up the individual to retribution by the employer So what are these constraints Who can speak out And how far can you go in what you say Fortunately our bargaining agent the Public Service Alliance of Canada is providing extremely helpful guidance that answers just those questions and more The easy to follow PSAC document is primarily aimed at executive members and stewards at the Local level However it goes further in offering useful advice for any rank and file member contemplating public criticism of the Conservative attack on public services The PSAC document entitled Speaking Out on Cuts to Federal Public Services Guidelines for union representatives and members can be viewed and downloaded HERE Conflict Resolution Day 2012 Posted October 9 2012 October is Conflict Resolution Month and the third Thursday of the month October 18 is Conflict Resolution Day As part of the Modernization Act our employer introduced the Informal Conflict Management System ICMS in 2005 Since that date the National Health Union has been a strong supporter of

    group photo of National Council members shown below was taken during the October 18 20 meeting While the training was a highly useful refresher for our experienced National Council members it was of particular value to the five members who were first elected to these senior leadership positions at last August s Convention The training delivered over the three days was organized by the NHU National Office Topics covered included roles and responsibilities of Council members and the National Office lines of authority throughout the NHU structure collective agreement interpretation grievance handling harassment and discrimination Union Management Consultation Committees and the Public Service Staffing Tribunal As one can imagine this was quite a jam packed 72 hours The ultimate outcome is a more knowledgeable and effective NHU National Council something that will benefit our members over the months and years to come Labour College now receiving applications for its 2012 Intensive Program Posted October 17 2011 The Labour College of Canada sponsored by the Canadian Labour Congress and supported by all major unions across the country is now receiving applications for its Intensive Program Labour College students will be chosen by and financed by their unions after meeting national standards set by the College s Board of Governors Please note that the Labour College operates in English Francophones residing in Quebec may be interested in a similar educational opportunity offered by the Quebec Federation of Labour the Collège FTQ Fonds Information on the Collège can be viewed HERE The Program consists of two weeks in an in residence session followed by a three month interim in which students will conduct a project in conjunction with their union Having completed this project participants will reconvene for a final two week in residence session The first in residence period will be held

    an electoral reckoning with voters the Conservatives have declared all out war on your workplace security with what can fairly be described as the one of the most extensive assaults on free collective bargaining rights in this country s history Sweeping proposed changes to the Public Service Labour Relations Act were buried in a massive omnibus budget bill tabled in the House of Commons on October 22 These measures came out of the blue with no good faith consultation or advance warning Harper and his Treasury Board President Tony Clement are effectively shredding the rulebook that has governed labour relations in the federal public service since free collective bargaining rights were won in the 1960s Their goal is to dramatically weaken our ability to protect you and advance your interests That will leave you increasingly at the mercy of management Here s how Currently bargaining groups can chose one of two paths to reach a contract settlement either conciliation with the right to strike or arbitration The Conservatives plan to fatally weaken each approach Suppose your group choses the conciliation strike route Under the present rules the NHU PSAC and the employer attempt to agree on which duties of positions or part thereof should be deemed essential to the safety and security of the public All disputed positions are decided by the neutral Public Service Labour Relations Board Under the proposed changes however the employer would have the EXCLUSIVE right to declare which positions and duties are essential Period With no recourse This would obviously undermine the effectiveness of any strike action The Conservatives will also dictate what factors arbitrators are allowed to consider in awarding contract settlements And the country s fiscal situation would be set as the primary consideration If that s not enough while each bargaining unit
