    also being infiltrated by private corporations and other private entities who care only about squeezing as much profit as they can out of public institutions before moving on to greener financial pastures By depriving the Public System of necessary funding provincial governments abdicate their Constitutional responsibilty for Public Education In effect they sell out Public Education allowing Public Schools to be transformed from liberal institutions founded in the humanities social sciences languages mathematics science and applied and fine arts into at worst low level skills training centres for minimum wage service sector jobs I will be voting in favour of Resolution 150 because it flows out of BCTF Goal No 1 To help ensure that public schools provide for the continued intellectual physical social and emotional growth and development of each individual Resolution 146 That the BCTF request that the British Columbia Investment Management Corporation BCIMC through which the BCTF members invest their pensions reinvest its current Pearson plc holdings in enterprises that do not undermine public education ANSWER Our financial security in retirement does not depend upon the profitability of any one corporation especially one dedicated to the erosion of Public Education I am in favour of Resolution 146 because it helps to raise consciousness about the sources of the money our future financial security depends on Resolution 145 That the BCTF request that the British Columbia Investment Management Corporation BCIMC reinvest its current Lockheed Martin holdings in a non military enterprise especially one that meets the BCTF s Salary Indemnity Plan guidelines for Socially Responsible Investing within one year of receiving the request ANSWER For me the idea that maximizing the profitability of the Teachers Pension Plan is the only goal and that turning a blind eye to pension income that is derived from corporations devoted to Death and destruction in morally repugnant I support the divestiture by the BCIMC of shares in private military corporations I support reinvestment in companies whose profits are socially and socially and ecologically sound I will be voting in favour of Resolution 145 Resolution 128 That the BCTF call on the provincial government to develop long term gas leak monitoring along all oil pipelines refineries and tank farms near or adjacent to schools and school yards across the province 21 ANSWER Public Education is not the only realm of provincial government responsibility that has seen a decline in structures devoted to protect the public interest When a government places private interest ahead of the greater public good private accountability to the public interest is often one of the first casualties The Health and Safety of the public must never be set aside in favour of short term economic advantage I will be voting in favour of Resolution 128 PART II Involvement in Social Justice Advocacy 1 Work you have done to promote 1 social justice and 2 long term sustainability for our union and other unions ANSWER My strong belief is that Public Education itself is Social Justice By extension the work

  • Concerning Bill C-377 | Paul Steer
    I write out of concern regarding Bill C 377 An Act to Amend the Income Tax Act Requirements for labour organizations currently before the Senate This Act of amendment to the Income Tax Act would require labour organizations to provide financial information to the Minister for public disclosure Bill C 377 obliges broadly defined labour organizations and some labour trusts to provide to government extensive information regarding financial transactions including statements of the amount of the organizations resources being used on non labour relations activities including lobbying and political activities Non compliance with any of the statutory requirements would be an offence punishable with daily fines of 1000 to a maximum of 25 000 Compliance is also necessary to meet the criteria for exemption of tax payable on income set out in s 149 k of the Income Tax Act The provision of these daily fines in the event of non compliance is onerous Bill C 377 imposes adverse differential treatment of labour organizations in contrast to other groups in Canada When Bill C 377 was before the House of Commons many submissions were made pointing up potentially serious flaws with this legislation I commend these to your interested attention

  • Here's what I said to Trustees about Class Size and Composition. | Paul Steer
    preference of many working in Delta As has been correctly observed Politics should serve pedagogy and not the other way round Delta teachers appreciate this emphasis on teaching I ll quote an aphorism from the realm of business which might apply Always keep the main thing the main thing In a public school district it is always learning student learning primarily not money numbers not public relations that must always be kept the main thing I ll admit that our presence here this evening is political we are doing our best to persuade you to see things our way but this is because Delta teachers are most interested in doing the best teaching job possible Delta teachers know that by investing in better resources staffing and services to students and with teachers and the district advocating together knowing that we cannot do everything alone we can see real improvements With that in mind we have three suggestions for Trustees that we hope you will bind to your hearts with hoops of steel 1 We want Trustees to join with us in seeking a restoration of class size limits that allow teachers to give every child more individual attention 2 We want to see Trustees lobby for increased capacity within the system to give students access to more timely assessments 3 And we want Trustees to provide more learning specialist teachers in every school so all students can have full access to counselors teacher librarians and other supportive professionals In Delta District Staff do a creditable job of organizing classes to keep as many as possible under 30 but please remember that before 2002 when our local contract provisions were deliberately stripped by government things were much better In general province wide class composition continues to be less than satisfactory A teacher contacted me last week to describe the situation in her classroom this year Hi Paul Just wanted to let you know that I am over my number of tagged students in my 3 4 class I ve got 5 children with tags in a class of 20 Thanks This skilled and very experienced Delta teacher wanted to convey the reality of her classroom It s a classroom that has only 20 students but 25 of those students have been identified as having Ministry of Education Special Needs designations often these are referred to as Ministry tags which I will admit does not create the most respectful mental image But this teacher s motive in contacting the union was not to rock the boat or to make waves I should keep a tally of how many times I ve heard those two phrases but to let someone in this case her union president know that things in her classroom are not as they should be This teacher wants to optimize the learning conditions for her students But there is an incapacity within the system that limits her ability to fully respond to those students needs There is also provincial legislation

  • Premier Christy Clark, not teachers, needs a 'reality check' | Paul Steer
    wide strike has begun Teachers will be refusing to perform an array of non teaching administrative paper and procedure oriented tasks in Phase I However teachers will continue to demonstrate their genuine commitment to students their families and the community as a whole by focusing on the learning needs of students and the extra curricular activities that students and teachers enjoy Teachers historic commitment to public education and learning is genuine continuing and real Despite some of the negative commentary that is sometimes printed or broadcast e g The Delta Optimist August 12th Veldhuis Cowley Teachers need a reality check teachers remain intensely committed to teaching loyal to their employer and protective of the best interests of their students In the early 1970 s Delta witnessed an unprecedented explosion in support for public education buildings teachers support staff educational program and resource supports of all kinds Visit any Delta school to read the commemorative brass plaques with the names of the distinguished Ministers of Education and other provincial and local dignitaries who attended these celebratory events I m sure the archives of The Delta Optimist contain many examples of the congratulatory speeches that were made at the opening ceremonies of yet another public school in Delta Rightly our community took great pride in opening staffing and equipping schools But in every year since 2001 the government has deliberately cut public school funding by at least 275 million a year Last Friday Premier Christy Clark and the Minister of Education George Abbott came to Delta for a staged invitees only media event at South Park Elementary School The premier announced 8 million in funding for school playgrounds throughout British Columbia 8 million seems like a lot but this is a trivial sum in contrast to the hundreds of millions that have
