    better for the school and students from both locations and students from Port Stanley PS will make a presentation and recommendation regarding this to the Trustees on December 15th A decision will be made by the Board of Ed on January 12th 2016 c Dave Marr Mayor of Central Elgin provided attendees with an update on the more significant activities at Central Elgin Council 1 There is always a learning curve for new councillors after an election and council worked hard to get everyone up to speed and also set goals for their first year These goals will be reviewed in January 2 The county is geographically large with 400 kms of roads two libraries and two arenas to manage 3 Belmont library is undergoing significant renovation There are also two new sub divisions in Belmont that are currently being built 4 Central Elgin road crews have replaced small bridges on Thompson Line with culverts and are working on Brower Road 5 A new park in Lynhurst is in the planning stages 6 Plans are underway to replace the lighting in Sparta with something similar to Port Stanley a heritage style 7 In Port Stanley a The 13 6 million from the government related to the Port Stanley harbour has been invested and the interest can be used for any projects The base amount must be used for capital improvements to the harbour b The refurbishment of the breakwater was significant and has been well used by residents and visitors c Hofhuis park is being built using concrete from the silos that have been dismantled Dredging of the harbour is also being done it must be completed before the fish spawning season The dredgeate will also go into the park Council will seek input from the community on the design and use of Hofhuis d The Harbour Vision Committee has not been re established since the election council is waiting until they have decisions from the Ministry of the Environment related to the remediation of the harbour The berm area will be remediated to the Ontario parkland standard by the government The committee will be re established later Dave Marr confirmed that there WILL be access to the water front for residents and visitors e The additional work taking place on Erie Street is drainage related f Don Bezner asked Dave why the pier was closed on November 1st when the weather has been so great this fall Dave reported that a date had to be picked in advance for insurance reasons and the mild fall weather could not have been anticipated nor can the date be changed on the fly d Andrew Hibbert a board member of the PSVA reported on a Accessibility Visitors to Port Stanley with a family member in a wheelchair commented that Port is not very accessible in some areas Andrew has done some investigation about options and the law and it is a complicated issue that needs a knowledgeable volunteer to head up a

    far reaching adverse implications for maintaining the traditional character of the Village New development should enhance the traditional character of the Village not compromise it While the PSVA supports land development and business improvement in the Village it does not do so indiscriminately The Official Plan has been written adopted and approved to amongst other things protect the Village s traditional character The proposed development does not achieve this and therefore does not conform to the Official Plan Accordingly the PSVA opposes the proposed By law amendment We reiterate that the PSVA could support a project the design scale and density of which is in keeping with the traditional character of the Village Such a project could be a welcome addition to the Village These submissions are made on behalf of the Board of Directors of the PSVA following a special meeting of the members of the PSVA on February 25 2016 at which the members present unanimously supported the proposals contained in this document In addition to maintain their separate standing to appear before the Ontario Municipal Board the submissions are also tendered on behalf of a the members of the Board of Directors listed in the appendix to
