  • Do High-Rise Towers Destroy Community? - Spacing Vancouver
    funds were used in North American cities to support urban renewal schemes Basically local governments were given carte blanche to destroy single family low income neighbourhoods and replace them with monolithic high rise social housing projects surrounded by bland vacant parks and elevated freeways Enough time has passed for urbanists to conclude that this social experiment was a catastrophic failure Jane Jacobs a writer and activist was one of the first urbanists to point out how the powers that be failed to listen to the needs of the community convinced that they were building towers for the greater good They the planners and architects did it dishonestly They could justify it because urban renewal was a greater good so they would bare false witness for this greater good Why was this a greater good Everybody knew it because slums are bad But this isn t a slum They didn t care how things worked anymore That was part of what was making me so angry The towers separated uses so that residential buildings were no longer connected to buildings with commercial uses As a result these isolated towers and adjacent highways destroyed the vibrant street life that comes from people of different backgrounds engaging with each other on the street as they go to their local coffee shop walk to work pick up their dry cleaning etc Community was destroyed In place of urban renewal Jacobs advocated four generators of diversity Mixed uses activating streets at different times of the day short blocks allowing high pedestrian permeability buildings of various ages and states of repair and d ensity Jane Jacob s ideas gave birth to Vancouverism a design trend that involved a more liveable form of high rise residential tower development Towers were no longer isolated and designated low income Towers were now luxurious slim glass structures with amenities spectacular views and easy access to fancy retails shops parks and public transit According to Christopher Pandolfi As the legend goes Vancouverism first cropped up in the early 2000s as a term American planners used to describe with a certain envy the set of policies enacted in Vancouver in the early 90s which helped spur high density residential development in the city s downtown development that took the form of skinny towers set on podiums with well defined public spaces and preserved mountain views Additional to these physical qualities it included sic a development model which involved the negotiation of extra height and density for added public amenities and marketing safe and clean downtown living to prospective buyers predominantly raised in the suburbs To its credit Vancouverism brought life and vibrancy to the city s sleepy downtown core and has been a model for high rise residential development in cites around the world However it also has encouraged boring architecture repetitive glass towers a lack of office space in the city and most importantly too much foreign investment in the real estate market Nearly a quarter of condos in the dense

  • The Granville Street Bridge needs to lose weight - Spacing Vancouver
    cycling was only for weekend pleasure and everyone was expected to eventually own a car The sidewalks are unusable for anyone in a wheelchair as there are stairs that need to be negotiated on both sides of the bridge Pedestrians have to deal with sidewalks that cross on and off ramps where cars routinely zoom by at twice the posted 50 km h speed limit The sidewalks themselves are narrow making it a nerve racking experience even when two people pass each other Cyclists heading onto the bridge suddenly transition from a relatively slow paced secondary road to a highway for the length of the span Yes Granville St is technically part of Highway 99 but it also connects two neighbourhoods that are seeing rapid population increases Downtown South and Fairview W 4th The Bridge s eight lanes are far more space than is needed in the downtown core it apparently was the widest bridge in North America when it was built Yes bottlenecks often occur at the ends of the Bridge but this is only during rush hour This is an issue of too many drivers commuting to work in the downtown core by car not a problem of bridge capacity For 22 out of the 24 hours in the day the Bridge resembles a freeway encouraging drivers to see how fast they can speed to the other side It is a truly awful piece of work Gordon Price summed it up well The bridge is disconnected from the city fabric Luckily there is finally change afoot at least at the north end of the Bridge See here for an overview map The Granville Loops policy plan which is currently under review would get rid of the under used loops on the north end and replace them with condos and other commercial development Six new condo towers will go up with room for more than 1 000 people Two one way streets will connect the north end of Granville Street to the seawall TransitFan isn t sure what will happen to the cab companies currently located within the loops but it s probably just a matter of time before they find themselves pushed out While the Yale Hotel will be preserved unfortunately the current plan calls for the Cecil Hotel to be torn down TransitFan hopes that the both ends of the bridge will be made wheelchair accessible as part of this plan As well the City needs to begin looking at reconfiguring the south end of the bridge First the remaining loop needs to go It simply adds to the pedestrian hostile environment on W 4th Avenue east of Fir St Why not reconnect 5th Avenue across Granville St A new intersection with a light would help slow down the speeding traffic coming onto the bridge The Granville St off ramp on the west side could easily connect with 5th Avenue Second easy pedestrian access from South Granville to Granville Island needs to be created The current environment

  • The Downtown Eastside’s Heart Transplant - Spacing Vancouver
    and their advocates Fittingly the heart of the Downtown Eastside also leaps off the pages of the new Local Area Plan LAP which outlines what will happen in the neighbourhood over the next 30 years The Downtown Eastside Oppenheimer District becomes a Community Based Development Area City of Vancouver 2014 While many have criticized the LAP as a dispersal plan 4 that simply enforces the municipal government s idea of what is appropriate in the DTES in reality the process was more tactical with city planners engaging the public in a series of committee meetings round table sessions and workshops over almost two years During that time community input was used within the limits of what was deemed reasonable with much of this input being confined to the narrative sections of the plan then reproduced in a way that fit with a free market agenda This is apparent when you look at how the city and community residents both used the idea of community heart during the planning process to show how particular places for example the Carnegie Community Centre or Oppenheimer Park were important to the neighbourhood But only one version of importance came out on top Community Hearts mapped in the Our Places planning workshop August 2012 City of Vancouver 2014 While the Local Area Planning Process could have been an important way of reflecting and respecting the historical and contemporary importance of the DTES as the heart of the economic and social diversity of the city instead one unified heart shaped story of the DTES emerged to justify a singularly market friendly re scripting of the heart s purpose Take for example the city s creation of a Community Based Development Area CBDA complete with extra thick dotted red line in the Local Area Plan see image above Within the area has many critical assets and is a key area supporting the low income community Community map gets transformed in the draft Local Area Plan City of Vancouver 2014 Such ideas are also reinforced by the map of community hearts created by participants during the LAP Our Places community mapping workshop in August 2012 see images above This map was eventually transformed into a more general map for the final draft and notably many of the special places that were identified became contained within the CBDA So far so good these visions don t sound incompatible with CCAP s social justice zone located in the DEOD But according to the plan the Downtown Eastside Oppenheimer District which occupies the same space as the Community Based Development Area is also destined to be a rental housing district requiring Revitalization of Japantown Aboriginal heritage instead of a 100 social housing zone Though they have different goals the low income community s vision and the City s plans for market housing can both claim to be protecting the heart of the city How can one document affirm two different visions for the same space In reality it doesn t It

  • Vancouver’s Block Structure - Spacing Vancouver
    and in accordance to there own rules Although the typical 33 x120 lot exists relatively uniformly across this urban landscape it is only because that method of surveying and laying out lots and blocks was convention and not because of an overarching vision of what the modern city of Vancouver should be The result is that different several grids don t line up change directions and orient themselves differently Other important factors shaping Vancouver s city form include topography and the railway These influences are clearly expressed in the many curvilinear streets i e Shaughnessy and shifted grids Kingsway corridor throughout the city Ultimately these subtle differences create the unique qualities that differentiate Vancouver s neighbourhoods Shaughnessy s meandering streets have a distinct quality different from the north south oriented streets of Marpole that allow sunlight to grace both side of the street everyday These in turn are very different than the east west oriented blocks of Kitsilano Many valuable urban design and planning lessons can be learned from visiting the many neighbourhoods in this city And I m constantly delighted at how small journey s throughout Vancouver can take me into new different and wonderful environments It is surely one of this city s best qualities With this in mind and as a contrasting follow up to the map showing the topographic structure of the city this ink figure ground map depicts the varied block structure of Vancouver There is however a more subtle layering of information worth explaining blocks are shown in black white areas are parks school open spaces are outlined with a heavier line weight institutions municipal and hospitals hatched with a diagonal pattern Lastly a quick note of thanks for all of the kind words emails and suggestions I received regarding the Vancouver relief map
