    backlog replace departures and absences and for the move to new standards of service Action items DGHR will provide data to the Committee on the use of casuals terms and contracts by branch Keith Hillier will look into any situations where terms were terminated and brought back on casual and if the casual employees can be brought back on a term basis Karen Brook Don Love Keith Hillier Terms of Reference The Terms of Reference provided prior to the meeting will be distributed for approval Any additional representatives will be agreed upon by the Committee and will attend as required for specific agenda items only 4 Round Table Items Discussion took place around several issues presented by UVAE in writing to the Deputy Minister Medavie The move of VIP work is still in progress so some CSA s may still be performing related duties The grants portion will be phased in by January which will reduce the annual transactions total by approximately 2 5 million Data is being gathered to assess the number of transactions that are coming back and creating a backlog Response times by Medavie seem well above the VAC standard The phone system is being adjusted to correctly reflect which calls should be going to Medavie With the reduction in CSA s there is no buffer to account for the increased workload for those who remain Overtime is being used to get caught up but this is not the long term plan If employees are using their personal time due to ensure service to their clients they need to advise their manager of the workload situation Despite the rumors there is no change in office closures none are scheduled until 2014 Early departures due to office closures are a risk that management must take in order to

    meeting Summary from October was modified then approved An additional PIPSC representative will receive the summary of discussion Action Item Terry Wiseman will issue amended summary to Committee 2 Alternation Current numbers for VAC s alternation program were discussed including how many opting CSA s remain who are looking for alternation UVAE asked to have a refused alternation between a CSA and another department looked into Although the alternation was refused by the other department the grievance process requires the VAC employee to file their grievance with their home department Action Item Charlotte Bastien agreed to get details from Kim Coles and follow up with Service Canada UVAE also asked as to the status of another alternation Action Item Don Love is to follow up with the submission to Finance HR Committee and advise Kim Coles of the result A concern was raised that the wording in the new Employment Equity and Diversity Action Plan is not specific enough to ensure proper consideration of Employment Equity in WFA situations Management shared details of how Employment Equity was taken into consideration for the CSA SERLO exercise Terry Wiseman Charlotte Bastien Don Love Reductions Management confirmed that future reductions were not ready to be announced but that bargaining agents would be advised when dates were known Members discussed the number of department wide departures to date for the current fiscal year It was agreed that the number 146 would be broken down by group and level and shared with Committee members but in smaller groups would have to generalize information so individuals are not identified Action Item Don Love to provide breakdown of departmental departures by group and level and bargaining agent to Committee members Committee members discussed the use of casual employment rather than terms for longer term temporary needs such

    s The National and CTV News and as well as on CBC Radio s The World This Weekend and other national newscasts through Saturday evening Read more in La Presse the Globe and Mail the Halifax Chronicle Herald the Cape Breton Post the Oye Times and the Windsor Star Here is a great editorial cartoon We woke up on Saturday morning to a rallying edition of the Cape Breton Post and a page of letters protesting the closures PSAC president Robyn Benson s op ed asking why the government is spending so much money on advertising instead of keeping offices open One letter reminds readers to remember betrayal of veterans at the ballot box and another is written by a veteran urging his community to come out to the rally Another from a retired RCMP officer and VAC client says Prime Minister Harper s true legacy will be his disservice to veterans Another letter says the real scandal is the closure of VAC offices Gordon and Evelyn Sampson called the closures unbelievable and pledge their support for veterans and another letter from Cape Breton Regional Municipality Counsellor Eldon MacDonald urges the community to join the rally Saturday s Charlottetown Guardian ran an editorial echoing our call to Minister Fantino to go out to communities to talk to veterans before moving forward with his plans to shut the VAC offices they rely on On Friday veterans in Windsor gathered to protest the VAC office closures too and that was covered in the Windsor Star and Blackburn News and by CBC You can see very powerful video and photos of their protest in the Windsor Star here The Windsor Star s editorial calls out the government for its pricey advertising campaign aimed at veterans while services are being cut and VAC offices
