    the Harper government s reckless corporate income tax cuts and restore the tax rate to the 2010 level for Canada s biggest corporations 2 Would your party support the establishment of a Post Secondary Education Act If not what measures would your party enact to ensure that federal transfers for post secondary education are invested correctly and that Canadians in every province have access to a high quality and affordable system of post secondary education A Liberal federal government will work with the provinces and territories to improve the accessibility and quality of post secondary education The federal provincial territorial Canada Social Transfer CST agreement is set to expire in 2014 and the Harper government has demonstrated little interest in a new funding arrangement In contrast a Liberal government will be at the table for Canadians We will come equipped with a collaborative approach that will be based on a rigorous respect for the jurisdiction roles and responsibilities of provinces and territories 3 How does your party propose to expand research and innovation and support graduate students in Canada How would your party ensure that graduate students in all disciplines are treated equitably The previous Liberal government more than doubled financial support to the Natural Sciences and Engineering Research Council the Medical Research Council and the Social Sciences and Humanities Research Council This was done in order to significantly expand the number of research grants scholarships and fellowships for graduate and post graduate students As the country s financial situation improves a Liberal Government will increase its support for graduate students and further expand investments in science technology and basic research 4 What is your party s plan to reduce student debt increase access for underrepresented groups and improve student financial assistance A Liberal government will introduce the 1 billion Canadian Learning Passport which will provide 1 000 a year over four years for every high school student in Canada to use for college university or CE GEP For students in low income families the amount will be 1 500 a year or an extra 6 000 in total We will implement a transition period in which current college and university students will be able to receive the Learning Passport for the remainder of their studies The Learning Passport will be paid out in annual instalments of 1 000 or 1 500 at the start of the school year when students need it most This will be provided in addition to the Tuition Tax Credit the Canada Student Loans Program and the Canada Student Grants Program A Liberal government will forgive a portion of Canada Student Loans for doctors nurses and nurse practitioners choosing to practice in a designated underserved small town or rural community Family doctors will be eligible for student loan forgiveness up to 8 000 per year to a maximum of 40 000 Nurses and nurse practitioners will be eligible for student loan forgiveness up 4 000 per year to a maximum of 20 000 A Liberal

    in Canada How would your party ensure that graduate students in all disciplines are treated equitably As a formerprofessor Jack Layton understands the tremendous value of universiy and college based research and innovation A New Democrat government will be working towards increasing support to federal research councils and will work to ensure university research retains its academic freedom by introducing measures to halt the further privatization of post secondary education Implementation of the NDP s Post Secondary Education Act will help to ensure that students from all disciplines are treated equally 4 What is your party s plan to reduce student debt increase access for underrepresented groups and improve student financial assistance New Democrats are committed to making post secondary education more affordable and will take the following steps to address issues in this area by Keeping tuition fees affordable by working with the provinces and territories to implement the NDP s Post Secondary Education Act to guarantee stable funding and ensure all Canadians have access to post secondary education Providing an 800 million yearly transfer to the provinces and territories to lower tuition fees as per the NDP s Post Secondary Education Act Increasing funding to the Canada Student Grants Program by 200 million a year targeting accessibility for diabled and low income students in particular Raising the education tax credit from 4 800 per year to 5 760 per year to help with increasing education costs Investing in training of 1 200 new doctors over the next 10 years adding 6 000 new training spaces for nurses over six years and substantially increasing the number of training spaces for other health professionals in order to address the shortage of doctors nurses and other health care professionals Making life more affordable to students by legislating a cap on credit card interest rates that often target young people Establishing programs aimed at recruiting and supporting low income rural and Aboriginal medical students in collaboration with the provinces and territories 5 Will your party commit to eliminating the two percent funding cap on the Post Secondary Student Support Program PSSSP and ensure that every eligible First Nations and Inuit learner is provided adequate funding to attend post secondary education What other measures are you proposing to support Aboriginal learners First Nations Métis and Inuit peoples make prominent contributions to this country but far too many grow up in third world conditions that keep them from realizing their full potential Jack Layton proposed the following committments Addressing the education deficit with a 1 billion per year investment over the next four years inspired by Shannen s Dream to make education more affordable and accessible to First Nations Métis and Inuit students Working with the provinces and territories to address the shortage of doctors nurses and other health care professionals by training 1 200 new doctors over the next 10 years adding 6 000 new training spaces for nurses over 6 years and substantially increasing the number of training spaces for other health
